MLPA Meetings: “an elaborately staged Kabuki performance”

George Osborn addresses the California Fish and Game Commission, Feb 2, 2011

MLPA ‘Blue Ribbon Task Force meetings’ – “have been an elaborately staged Kabuki performance, choreographed and rehearsed down to the last detail, even to the crafting of motions”

In public testimony before the California Fish and Game Commission last February, George Osborn of the Partnership for Sustainable Oceans delivered a statement about the MLPA’s improper and secret meetings. The BRTF and MLPA “I-Team” staff were directed through emails to destroy their notes from these meetings.

Mr. Osborn stated:

“The suit cites behavior of the BRTF (Blue Ribbon Task Force) that has been inconsistent with the transparency requirements of the MLPA, and has been in violation of the MOU (Memorandum of Understanding) that set up the privately financed MLPA Initiative.

After reviewing documents turned over to us, which previously the BRTF had improperly withheld from the public, we now have evidence indicating that the public meetings of the BRTF have been an elaborately staged Kabuki performance, choreographed and rehearsed down to the last detail, even to the crafting of motions, in scheduled private meetings, held before the so-called public meetings of the BRTF.

Clearly this has not been the ‘most open and transparent process ever,’ as it has so often been described.  The BRTF taints the regulations that are the end product of its work, and these regulations must be reversed.”
